Install Agent for IP
I'm a noob
I know it is possible to install the agent by GPO,
but the question is, can I install a computer knowing the IP, what does it have?
What would be the steps to be taken?

You want "Agent Provisioning." I would recommend reading the relevant section in the manual (Here is the link for server version 8.0 but you may be running a different version). Additionally, here is the KB article on troubleshooting provisioning.
