Windows 7 - Home Wireless Network Requires Administrative Privileges?

Has anybody ever come across a situation where a Windows 7 user couldn't connect to their home wireless network without administrative privileges? If so, what separates that sort of network from one that doesn't require administrative privileges?

This would happen if the wireless utility is coded in such as way that even if it is triggered at system startup it requests admin permissions to run.
