Windows Server only using 32 of 48 GB install memory

Server is running Server 2008 R2 Enterprise x64 and only using 32 of 48 gb of installed memory. What gives? Obviously if I was running Standard edition my problem would be pretty clear, but I'm not.

Answer Summary:
I actually figured this out myself. Turns out my Dell Poweredge was configured wrong in the BIOS. I went in and changed the Memory Operating Mode to Optimizer Mode and the Node Interleaving to Enabled. It was just an inkling I had. I now have full use of all 48 GB.

This article is for Windows 7, but ignore the first portion where 3.5 out of 4 GB is expected behavior for W7, and look in the Things to Try section:

I have also noticed several people in forums stating that they did a DSIM upgrade from standard to enterprise, and something similar happened when they relicensed using a different key after the upgrade.  They recommend trying "SLMGR / REARM" and relicensing.
