After Capturing Setup.ISS, InstallShield Installer Still Displays License Agreement Dialog

I've worked with many an installer over the years but this one particular application has me scratching my head.

I've run the InstallShield installer with the record switch (-r) to generate a setup.iss.  However when running AVer PTZApp2 installer with the command line (-s -f1.\setup.iss) it always displays the License Agreement window.

If I click 'I agree" the rest of the process is fully silent.

I've re-created the setup.iss & compared it to the earlier one but it behaves exactly the same.  And just to be extra clear, this is not an installer we created but it's one provided by the vendor.

Is there anything I can do to suppress that silently without having to resort to 'SendKeys' and such?
