Is there a way for me to see who is running a certain application at a certain time ?

Ok , Can you expand on the adilrathore ? Im not sure to look on the application server console ? I've clicked around but can't find any stats ?

Can you check Sft-server.log on the App-V Application server just to confirm if the server is able to receive the application usage data from the clients?

Yes, you can check this from App-V Application Server which hosts virtualized application packages.
