Changing IE Proxy Settings

I need to change the proxy.pac file name (IE6) and have a couple of questions... mostly around the registry. From what I can tell, the HKCU setting over-rides HKLM (even though I would obviously change it in HKLM also). But what about HKU? The HKU key which holds the current proxy.pac name is under S-1-5-21-(unique number), rather than S-1-5-20 or even .Default (which is where I would have expected it). I assume the HKU setting would over-ride HKLM with a new user profile but am not sure about that. Has anyone changed this setting, and if so, how do/did you update HKU?

Unfortunately we can't make this change using a GPO (even though that would be the "correct" way) because there is no way to phase it in - it's either all changed or none changed. I know how to change current user and (of course) local machine... it's only that darn HKU key that is giving me a headache. [;)]

You still can "stage" the policy by setting ACL on it. Say, create a temporary group "proxyGroup", and edit the ACL on the policy to only apply to members of ProxyGroup. Then you should be able to populate the group gradually, thus achieving "staged" effect.
Once you cover everyone, you can change the ACL to Domain Users, or integrate proxy setting into a broader policy, and get rid of the temporary group.

You can actually set this information in a local or AD GPO. Otherwise you will need to do something like a scheduled task that runs at logon to change the registry value. After a while you can remove the scheduled task.
