If you are authoring the MSI, be sure you have not placed this out of sequense. If you are using a vendor provided MSI and encounter this error, turn on MSI logging to see the exact problem. Unsigned installations have been reported to surface as error 2902 when policies do no allow for unsigned installations.

I got the same error I snapshotted a program with 16342 files and comress Files in the MSI. Then I decided to use external CAB Files. The Cab file was 1.3 Gb. If I installed the application thw 2902 IxoFileCopy error was shown at the end of the installation a Admministrative install gave no errors but the size of the installed files was 100 mb and contained al the folders. Then I limited the size of the cab file to 500 mb after compiling the error was solved.
