How can I Upload and Associate files from the Client Drop File list?
Administrator guide explains that Client Drop File Size Filter "determines whether files uploaded to the organization's Client Drop location are displayed on the Upload and Associate Client Drop File list on the Software Detail page. "
Cant find any file list under software details page. any idea why?

You need to create a new Software to see that option.
Remember that is just a filter for files inside the client drop, if you choose 1G, Only files bigger than 1GB will be listed on the software detail page.
