Not sure of your deployment method, but you can create the shortcut on your desktop. Then copy that shorcut to a share then run

@echo off
copy  "\\share\folder\url shortcut.website" "%allusersprofile%\desktop\url shortcut.website"

If you want it to run automatically:

Put in the startup "C:\Program Files\Internet Explorer\iexplore"  "\\share\folder\url shortcut.website" or "http://webaddress"

You can also use Group Policy to publish this as a Bookmark in Internet Explore. And /or use login scripts to copy the shortcut over from a share.
