When I deployed IE 7 sometime ago I didn't even worry about packaging it, I just installed it using IE7-WindowsXP-x86-enu.exe /quiet /norestart, thinking about it I think I had it in a bat script attached to a GPO, until we started to deploy it via WSUS.
