we just received an answer by microsoft that the IE8 XP MUI is expected to be released in 06/2009. but this might change. maybe this helps for your planning.

this is more or less the same as with IE7.
You can extract the necessary files from the IE8 package of the needed MUI language.

Here is a batch file, which does it for the german IE8.

With this info, one could create a MUI-package pretty easy.
But this should have been done by MS in time. The beta phase was long enough to integrate the MUI packages into the build system.
Especially with a package as easy as this.
