KACE Product Support Question

In the following SQL statement, what does the < > operators do?

MySQL Workbench nor KACE likes these characters used around <CHANGE_ID>.  I got the code for this ticket rule from several different ITNinja articles for a submitter response custom ticket rule, but why doesn't it work for me?

<CHANGE_ID> needs to be replaced by the ID you want to use. Take this as a variable.
