iOS and Location Sharing

 We are running KACE Cloud as our MDM and encountering some issues with location sharing for iOS. So far I have only found the only way to make sure that location sharing is not disabled is with the workaround KB4259141 and this means the admin has to have the device in hand.  Is there any other way anyone has found to force it on remotely?  I understand this is an Apple thing but wanted to get some other people's thoughts.
