Can you please advise if it is ok to deploy Google Earth via SCCM or does this break the licence agrement. If I can deploy is it fine to virtulize with app v

You need the enterprise installer, which has the enterprise license.
So yes, its OK if you have a enteprise licence.
No, if you have the consumer download - which I suspect you have.
ps. why didnt you just read the licence agreement?
