Is it possible to populate employee fields in kace base on a user ID

I want populate user information such a contact number and name if i enter their ID number.

Yes, this is possible. Here is an example rule that sets a custom field to the user's location based on the information in the USER table.
Select statement:

Note: 
The custom field's default value is 'Set on Save', so the rule only runs initially.
This is for HD_QUEUE_ID = 2
Keep in mind that the custom field values in the database start at 0, so CUSTOM_FIELD_VALUE10 is custom field 11 in the UI.

Update statement:
update HD_TICKET as T
    set T.CUSTOM_FIELD_VALUE10 = (select LOCATION FROM USER  where ID = SUBMITTER_ID) where 
        T.ID = <TICKET_IDS>;
You can use these statements to populate other custom fields based on whatever is in the USER table.
