Microsoft Office 2016 Standard (32bit) - how to customize/install Language Packs

Hi all,
Just to explain quick what we are trying to do:
- We have Office 2016 Standard 32bit installed (so the version without access) 
- And now we want to install some Office 2016 language packs for it.

So via the VLSC from Microsoft we downloaded for example the Dutch or German Office 2016 32 bit:

When installing it via the setup.exe it works fine on a machine, during the installation we have to choose if it is for Office or Visio.

So this we move to the K1000 to push it out , but before that i wanted to make a config (.msp) file like we have for office 2016
when using setup.exe /admin for the language pack i get the following error:

How can we customize the Office 2016 language packs so we can push them out via the K1000?
anyone has any experience with this? Please let me know,
