Office 2016 ODT Office Deployment Tool - AppV

I have been using the Office Deployment Tool to download and package. Access, Visio, Project and Publisher
According to Microsoft, this is the only way to sequence applications:

We dont have a click to run licence but have volume licenses. ODT mentions its click to run, but the product ID options suggest volume licenced applications too below?

1.Can ODT be used for volume licensed applications too? i.e. Access2019Volume without click-to-run?
2. There is no option for Access2016Volume listed, is this available or would I need an older version of ODT to install 2016? If so where can I download 2016?
