You're running into a security rights issue, which is more of an application problem than a packaging problem. Use the FileMon and/or RegMon utilities to monitor the system while you run the app under user security rights. You'll see an Access Denied in there somewhere, and that's the file or reg key that you need to modify the secutiry settings to permit user level access. You may need to do this several times if there are multiple security issues, each round getting one step closer until you can finally use the app with user level access.

Can you tell me what you have found in Acccess denied with FileMon ?

Because i have the similar problem and i have done FileMon and i have found this line :
2829 09:48:14 PDFSPO~1.EXE:3344 OPEN C:\$EXTEND\ ACCESS DENIED NT_AUTHORITY\SYSTEM

It doesn't matter. Clearly, you need to open up permissions on the folder C:\$EXTEND. Without the rest of the line from FileMon, I can't tell whether it's getting denied for read or write but you'll know what it is. Use SetACL or SubInACL to change permissions on the folder.

BTW, treat yourself and switch to ProcMon. It's a superset of FileMon/RegMon and light years ahead in terms of functionality.
