Problem with custom action when running /qb

I have a vendor msi that I'm having trouble with.  I can run it just fine with the /qr but it does not install properly with the /qb parameter.  I've attached the two log files of both installs where the issue is.  I think it has something to do with the custom action PalNetworkCheck.  I've checked and as far as I can see the InstallExecuteSequence table has all the actions that the InstallUISequence table has.  Any Ideas?

Please check the MSI script section and see if "UILevel" is used anywhere. There could be CA with condition like UILevel=4.
