Reboot pending and force reboot

A question in regards to patching: We have a number of systems that have been added to a patch schedule that will do a forced reboot at the end of the process. However some of these systems are in a state where they have had previous patches downloaded but were NOT required to restart - meaning that moving forward, these systems are sitting at a "reboot pending" message with no patches being sent. Is sending a forced reboot the only way to shake these systems back into a place where they will then be in line with all the rest of the systems?
