scan state.exe failed to load due to unknown internal error

Receiving "scan state.exe failed to load due to unknown internal error" when trying to capture user state.

Also, the view details popped up this following message: 

Z


There was nothing in the scan log to indicate what was happening.

2919 indicates a missing CAB file. Check out the File table entry's sequence number versus the corresponding entry in the Media table and/or make sure the CAB file is specified in the Media table.
