SDA and SMA syncing incredibly slow

Our sites are setup with 100/100 fiber connections.  All sites are running Hyper-V on Windows 2022.  We are seeing ridiculously low sync speeds for both our SDA to RSA syncing and our SMA to remote distribution servers.  However when we download or upload directly to the server samba shares the speed is not the best, but not horrible.

When we setup the Hyper-V VMs we just kept the default network adapter.  I have read some old posts regarding VMWare and how the KACE VMs performance was much better using the legacy E1000 NIC instead of the advanced settings.  Should I be using Legacy NICs with the KACE VMs on Hyper-V?

For reference, my SDA to RSA speed is only 6 Mbps over a 100/100 fiber with nothing else running.
