UAC & Compatiblity Mode Not working Windows 7 x64bit

Hi everyone, I’ll appreciate it if someone can help me! I'm trying to deploy a few applications that won't work on windows 7 64bit unless it's run in compatibility Mode WINXP. I’m using SCCM 2007 to deploy the registry file to set the compatibility setting in the registry for each of these applications. But it doesn’t get set because UAC gets prompted and Admin user has to say “yes” to make changes to system settings.

Reg file:

[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers]

"C:\\Program Files (x86)\\Haestad\\FMW\\FMW.exe"="WINXPSP2"

Package #1:

Cmd line: %windir%\Sysnative\cmd.exe /c regedit.exe /s ""RegFile.reg"

Above package works fine because i'm trying to write to the 64-bit registry location but when I push it down UAC prompts and this prevents my deployment to complete. Admin user has to come by and enforce it. Has anyone figured out how to make registry changes through SCCM 2007 on windows 7 as admin for mass deployment?
