There is a group policy setting for this under User Configuration -> Administrative Templates -> System -> Power Management called "Prompt for password on resume from hibernate / suspend".

Thanks so much. I can set that on my next windows 7 image. Your response also led me to a way to do it using powercfg.exe. I think I am going to add this as a script on my KBOX.

0 disables the password prompting 1 enables it. I disabled it on all power schemes this should catch-all since I dont have any custom power schemes.
powercfg -SETDCVALUEINDEX <profile> SUB_NONE CONSOLELOCK 0
powercfg -SETACVALUEINDEX <profile> SUB_NONE CONSOLELOCK 0

NOTE: where <profile> is SCHEME_BALANCED, SCHEME_MAX, SCHEME_MIN or a custom profile GUID from powercfg -l
