Visual Studio 2017 failing install SCCM2012 1702

I then take the files created, which is about 15GB, and create an application with it using a .cmd file that as the command of
START /WAIT vs_Community.exe --add Microsoft.VisualStudio.Workload.CoreEditor --add Microsoft.VisualStudio.Workload.ManagedDesktop --add Microsoft.VisualStudio.Workload.NativeDesktop --add Microsoft.VisualStudio.Workload.Python --add Microsoft.VisualStudio.Workload.Node --add Microsoft.VisualStudio.Workload.ManagedGame --add Microsoft.VisualStudio.Workload.VisualStudioExtension --add Microsoft.VisualStudio.Workload.Universal --includerecommended --includeoptional --quiet --wait --norestart
Here is my problem. We use deepfreeze on our machines and the maintenance window is 1am- 5am where they thaw and then check with sccm for new software.
The machines are all on 100mb lan and when it tries to download it takes forever. So long in fact that it never makes it before the 5am deadline on the first try.
I can't install it during the day due to classes being scheduled all day.
We had problems with the ones being stuck downloading for hours and hours even if they do finally resume, and that is rare if it does.
I also tried doing a package and run it from the DP, but the .cmd file doesnt seem to work and the command I use is too long to fit in the package file's command line section. It gets clipped off.
Anyone know of a solution?

BTw I checked the log files and nothing seems to be out of the ordinary.
