Admin Studio 2012 is the latest and the best Packaging tool in the market. Yes, it is very expensive, but that is the cost you pay when you need something really good.
There are a lot of cheap softwares available but they will be having limited capabilities.
If you want to make a long term investment, make a good one.

I Agree with piyushnasa - Adminstudio is the best re-packager currently available.

I use Advanced Installer. For the price it is a great program.
