In brief:
The system account was designed for that purpose(for use by the Windows OS & Runing services) ; it is an internal account, does not show up in User Manager, cannot be added to any groups, and cannot have user rights assigned to it.

I believe the question is pertaining to the KBOX.

System UI accounts manage the KBOX internal settings such as FTP, IP address assignment, mailserv settings, etc.

Admin UI accounts are a step below this, and manage the KBOX settings as far as the user-end experience goes in terms of Assets, how the ticket queues are laid out, user accounts on the machine, etc.

User UI is beneath those, with regular user accounts for end-users to submit tickets, view the Knowledge Base, run things from the Software library, etc.

So in short, System UI is for actual back-end administrators, Admin UI is for people administrating the user-end experience and internal processes of the KBOX, and User UI is for actual end-users.
