A handful of TCP/IP boot floppies are available from Portlock Software. Definitely worth a look; they also provide some helpful utilities worth checking out.

The PowerLoad BootDisk Project - not network boot disks, but DOS, DR-DOS, PC-DOS and other boot disk OS images may be downloaded from here.

MicronPC offers some bootable disks as well, though not network boot disks, Windows 9x and NT startup disks are available for download here
