To get rid of the 'register with Adobe' screen at first startup:

Install Premiere Elements on a PC, start up the program and answer the 'register' screen. Then copy the file C:\Program Files\Common Files\Adobe\Adobe PCD\cache\cache.db
Deploy this file at the end of the Premiere Elements deployment job and the 'register' screen is history.

Note
On XP the supplied DotNet 2.0 installation does not work when running Premiere Elements installation silent. The complete installation hangs.

Solution: Install DotNet 2.0 as supplied from MS first, then install Premiere Elements silent.
