Nero 8 Issue with Administrative Installation

In Nero 8 Package "Msiexec /a Nero.msi Transforms=1033.mst SHORTFILENAMES="TRUE" TARGETDIR="C:\NERO" " is working fine. After Adminsitrative installation. I have installed dependency applications (DirectX I copied 1033.mst to the C:\Nero folder and I have started the main installation like Msiexec /i C:\Nero\Nero.msi Transforms="C:\Nero\1033.mst". But the installation throwing 1603 MsiEngineError.
It is not completing the Installation.
